I am still encountering this issue (2023). Opening the affected image with Affinity Photo fixes the corruption in Raw Power so it is possible to work around the problem but annoying to have to do this. I should add to my report that after opening the file with Affinity Photo, if I “Regenerate Thumbnails” in Raw Power the affected thumbnail is also repaired.
