The app does not have a retouch tool, so I suggest using the one in Photos. If you do so, I recommend retouching after doing any edits in RAW Power (at least if you are working with a RAW). That’s because any time two editors are involved, the second one will be editing a JPEG generated by the first editor. If you want to know more about how that works, I wrote an article here: Article
